Vision

Our vision is to become the leading resource for public and nonprofit administrators and citizens on matters of public ethics, inspiring a future where government and nonprofit organizations uphold the highest ethical standards, fostering accountability and public trust.

Mission

Our mission is to improve ethical behavior and strengthen trust in public-serving organizations by disseminating information on the state of ethics in the government and nonprofit sectors.

Who are we

Housed in the BYU Romney Institute of Public Service & Ethics, the Public and Nonprofit Ethics Lab (PANEL) works to improve ethical behavior and strengthen trust in public-serving organizations. A collaboration between faculty and graduate students, PANEL represents an ongoing effort to bridge scholarship and everyday practice, equipping public and nonprofit leaders with insights to build more trustworthy organizations.

Values

Trust

We believe that fostering trust in ethical public organizations promotes social good and democratic values.

Integrity

We are committed to conducting our research with the utmost honesty and transparency, ensuring that our findings reflect the true ethical climate of public-serving institutions. By doing so, we will emulate the high ethical standards that we seek to promote.

Accountability

Our research is designed to support public organizations in being accountable to the people they serve and work with. Likewise, our lab internally invites accountability in our work.

Collaboration

We value strong, respectful relationships with our partners in government and nonprofits, fostering a cooperative environment that supports ethical change and innovation. We also value partnerships with media and practitioners, ensuring that our research reaches those positioned to make change in the public space.
